AQIM said that on "5/31/2009, at Seven-Thirty in the evening local time, the British hostage was killed so he can taste, and along with him the British Country tastes a very small portion of what the innocent Muslims taste daily on the hands of the Crusader-Jewish alliance in East and West of the world.“ In March 2009, AQIM gave the British government 20 days to release Abu Qatada to secure Dyer's freedom. [5/25/09] Shabaab al-Mujahideen Announces New Spokesman
The NEFA Foundation has obtained a new communiqué from the Shabaab al-Mujahideen Movement in Somalia announcing that their former spokesman Shaykh Mukhtar Robow (a.k.a. "Abu Mansur") has been replaced by Shaykh Ali Dheere for unexplained reasons. The statement notes, "Shaykh Abu Mansur - may Allah protect him - held the position for more than two years and worked very well. For this he enjoys the respect and love of Muslims around the world."

[5/22/09] AQIM Offers 15 Day Extension for Release of Abu Qatada; British Hostage Held
In February 2009, the NEFA Foundation published a communiqué from Al-Qaida's Committee in the Islamic Maghreb (AQIM) claiming responsibility for the kidnapping of U.N. special envoy for Niger Robert Fowler, his Canadian aide Louis Guay, and four European tourists. According to the statement, Fowler and Guay were kidnapped three months ago, while the European tourists -- identified as Edwen Dyer (England), Marianne Petzold (Germany), Werner Greiner (Switzerland) and Gabriella Burco Greiner (Switzerland) -- were seized on January 22nd. In March 2009, Fowler, Guay, Petzold, and Grabriella Burco Greiner were released, but AQIM gave the British government 20 days to release Abu Qatada to secure Dyer's freedom. [5/19/09] Q&A With Taliban Media Wing Representative
The NEFA Foundation has obtained and produced an edited transcript of an open question-and-answer session with Afghan Taliban media wing spokesman Ahmad Mukhtar that took place several days ago over an Arabic-language Internet chat forum. During the exchange, when asked about the Taliban's stance on the 9/11 attacks, Mukhtar replies, "as he who harms Muslims whether in Afghanistan, Palestine, Iraq or others of Muslim countries, then it is rightful for Muslims too to return the harm like how they harmed them.” Mukhtar was asked, "Has Hezb-e-Islami, under the command of Gulbudeen Hekmatyar, given bayat to the Amir of Believers, Mulla Muhammad Omar Mujahid, or is he carrying [out] Jihad outside of it? And how do you view the Hezb-e-Islami?” He responds, "Hezb-e-Islami, under the leadership of Hekmatyar, did not give bayat to the Amir of Believers…we view him as a brother in belief and faith and we respect him.” And addressing the Muslim Brotherhood, he states, "Regarding the support of some members of the Brotherhood Movement against the Islamic Emirate, [it] is because of their greed to reign and claim positions. Allah has punished them so that they lost life's positions and they have to go back to their religion before they lose the afterlife. Those who wear the symbol of Islam without actions, we ask Allah to protect us from them.”

[5/13/09] “A Golden Opportunity for Migration and Jihad”
The NEFA Foundation has obtained a new post from an online jihadi discussion forum highlighting "a golden opportunity for migration and jihad" in Somalia. The author of the post writes, "Why Somalia and not some other country? After some reflection on the fronts of jihad and fighting, I did not find a country with an easier path than Somalia." The author then lists several reasons, including that "The Somali borders are free of Arab countries and the spy agency dogs" and "the neighboring countries is consumed by internal wars and rebel movements and the total neglect of the borders.”

[5/11/09] "Hamas: “Anti-Hamas Approach Fading”
The NEFA Foundation has obtained a new communiqué from Hamas titled, "Anti-Hamas Approach Fading." In the statement, dated May 7, 2009, Hamas notes that "Since the conclusion of Zionist 22-day military offensive in January which coincided with U.S. President Barack Obama taking power in Washington, Hamas has had many more international visitors...There is simply a growing international perception, especially since the war that the old 'isolate Hamas' approach is not working." Further, "Alongside fiery Hamas declarations, such as that delivered last Friday in a Gaza mosque by a top Hamas man, Mahmoud Al-Zahar, in which he vowed the organisation would ‘never ever’ recognise Israel, there are distinct signs of Hamas pragmatism. There has been an almost total lull in rocket fire from Gaza at settlements in recent weeks. This pragmatism is meant to stem less from fear of Zionist retaliation and is geared more to bolstering the tentative gains in international credibility." Hamas ends by asserting that "The Zionist entity...may well find that a strident approach will bear little fruit when Netanyahu meets President Obama at the White House in three weeks time, and discovers just how far the U.S. Administration has departed from the absolutist anti-Hamas approach of the previous Administration, and steps up its insistence that the Zionist entity lines up with the two-state solution.”

[5/6/09] TIP: "The Chinese and Pakistani Media are Full of Lies and Accusations"
The NEFA Foundation has obtained a new communiqué from the Turkestan Islamic Party (TIP) titled, "The Chinese and Pakistani Media are Full of Lies and Accusations." In the statement, dated May 1, 2009, the TIP warns, "The American government announced last month that the Turkistan Islamic Party is a terrorist group, and will be punished by freezing its finances (money) in America. It's [also] mentioned in the statement that the American government kowtows in front of the Chinese government especially in the cases of Afghanistan and Pakistan, and that is the reason the Chinese government forced them to [make] these declarations. The [TI] Party, Allah-willing, is capable of a practical reaction to any country in the world if they dare to arrest any member of the group and hand them to China.”

[4/26/09] Taliban: "Why Are the Americans Closing Down Jihadi Media?”
The NEFA Foundation has obtained a new communiqué from the Islamic Emirate of Afghanistan (the Taliban) assailing purported American efforts to shut down Taliban web sites and radio stations. On April 18, 2009, The Wall Street Journal reported that “the Obama administration is starting a broad effort in Pakistan and Afghanistan to prevent the Taliban from using radio stations and Web sites to intimidate civilians and plan attacks…As part of the classified effort, American military and intelligence personnel are working to jam the unlicensed radio stations in Pakistan's lawless regions on the Afghanistan border that Taliban fighters use to broadcast threats and decrees. U.S. personnel are also trying to block the Pakistani chat rooms and Web sites that are part of the country's burgeoning extremist underground.” In response, the Taliban asserted that the Americans "for the past four to five years have made widespread and continuous efforts to silence and foil these websites and stations." Moreover, according to the Taliban, "The Americans should feel really ashamed that despite their huge material strength and superiority they are [so] afraid of a few local Internet sites and FM radio stations, which cannot operate outside a 20 km radius, that the Pentagon intervenes and regards these limited and few sources as a great threat."

[4/16/09] Transcript of Turkestan Islamic Party (TIP) Training Camp Video
The NEFA Foundation has transcribed and translated video messages from senior commanders of the Turkestan Islamic Party (TIP) featured alongside recently-released footage of a TIP training camp located somewhere in northwest Pakistan. The speakers featured in the video include the current emir of the TIP, "Shaykh Abdulhak", along with "Abdullah Mansur" and "Commander Seyfullah." During his address, Mansur scoffed that the Chinese were merely "a so-called 'Dragon', the proof being the fear and terror they felt as a result of our operations and threats during the Beijing Olympics. They became like a frenzied bird, and that is why every Muslim in East Turkestan must become involved in specifically undertaking military training." Seyfullah boasted of the quality of the courses being taught to recruits at TIP training camps in Pakistan: "Thanks to Allah, we trained them on various weapons which are accessible to us, and which the mujahideen are presently using around the world. We gave them Shariah, political, and military lessons-such as in explosives and tactics, heavy and light weaponry, and lessons in intelligence and other military sciences."

[4/13/09] Translated Communiques from the Turkestan Islamic Party (TIP)
The NEFA Foundation has released English translations of a series of recent communiques issued by the Turkestan Islamic Party (TIP) over the past year. The TIP is a splinter faction of the East Turkestan Islamic Movement (ETIM) primarily based in Waziristan and elsewhere in the North West Frontier Province of Pakistan. It is primarily comprised of Uighur Muslims from western regions of China-who have sworn to wage war against the Chinese government and have carried out scattered shooting and bombing attacks. The translated communiques include threats from the TIP to the 2008 Olympic Games in Beijing and an explanation of how the TIP's conflict with China fits into the larger global "war on terrorism."

[4/9/09] Jihad Website Financing 101
The NEFA Foundation has obtained and translated a new post from online jihadi discussion forums about how to finance jihad-related websites without being "ensnared" in a trap by law enforcement: “If you [have] not gotten arrested yet, that does not mean you are not being monitored, and if your use of the electronic payments method has not brought you woes, then that does not mean it is safe...And the brothers missed these principles before, so it caused crises to the electronic Jihad...Here, we will learn from the previous generation, and we'll correct some of the meanings regarding the methods of electronic payments they had followed.” For example, according to the author, "do not ever pay through a credit card connected to you in any way, however distant or hard to trace the connection was.”

[4/6/09] Letter from American Jihadi Fighting in Somalia
The NEFA Foundation has published a letter written by "Abu Mansoor al-Amriki"--an American mujahid recently featured in a Shabaab al-Mujahideen video from Somalia--dated January 8, 2008 and titled, "To the beloved Mujaahideen (in specific) and the Muslims (in general)." In the letter, Abu Mansoor scoffed that "the picture [that has been] presented to the world was the 'moderate' picture of the [Islamic] Courts [Union]... Despite these facts even the Kuffaar could see something else behind the scenes. They publicized that there is an 'extremist' group (according to their description) lurking within the government of the Courts. They were right on about most of this except for mistakenly believing that the leader of this extremist group was Hasan Thaahir Uways."

[4/2/09] AQ in Yemen Claims Attack on South Korean Tourists
The NEFA Foundation has obtained and translated a new statement from Al-Qaida's Committee in Yemen claiming responsibility for a March 16 suicide bombing attack on South Korean tourists near the city of Shibam, naming the bomber as "Abu Ubaidah al-Jarrah." According to the statement, "This was executed in response to the order of Allah's Prophet, prayers and peace be upon him, who said, 'drive the idolaters out of the Arabian Peninsula'; for South Korea's role in the war on Islam, allying with the crusader forces under the slogan of the 'War on Terrorism' in Afghanistan and Iraq; in revenge for the killing of the two courageous commanders Hamza al-Qaiti and Abdullah Batees and their brothers; and, the role of these tourists in corrupting the ideology of the Muslims and their morals, and their dangerous role in spreading Christianity among Muslim children-and so, this operation was executed."

[3/30/09] "An Address to the Muslims from Abu Qatada”
The NEFA Foundation has obtained a communiqué from Abu Qatada describing his incarceration in the U.K. and responding to the British government's decision to deport him to Jordan, where he has been convicted in absentia on terrorism charges. Qatada assailed the "contempt and hatred, which the British governments holds against Islam, the Muslims and the Arabs." He added, "My case is one of the true cases in which the racism of the British judicial system becomes clear, along with its hatred towards Islam and the Muslims.” He also acknowledged encountering London/Glasgow plotter Bilal Abdulla in prison, who told him, "I have been influenced by your audio tapes a lot." Abu Qatada arrived in the U.K. on September 16, 1993 on a forged UAE passport. According to the Special Immigration Appeals Commission, he “has given encouragement to the commission, preparation and instigation of terrorism overseas by providing spiritual and religous advice to a number of extreme Islamists prepared to carry out terrorist attacks...These groups and networks include the Al Qa’eda network, the Armed Islamic Group (GIA), the Salafist Group for Call and Combat (GSPC), and the Egyptian Islamic Jihad (EIJ)."

[3/20/09] Hamas Addresses Prisoner Swap: "Zionist Occupation Bears Full Responsibility"
The NEFA Foundation has obtained a communiqué from Hamas' "military" wing, the Ezzedeen Al-Qassam Brigades, addressing the prisoner swap. According to the statement, "The Zionist enemy has not provided any new offer recently. What Olmert has tried to propagate in the Zionist media in recent days is maneuvering for internal political purposes and for absorption of popular protest within the entity, But, in fact, his move did not refer to any actual intention to complete the swap agreement.” It continued, “The enemy [needs] to understand that hindrance of the exchange deal will have a negative impact, and the only realization is disappointment and great loss."

[3/19/09] Palestinian Al-Qaida Faction Claims Murder of Israeli Policemen
The NEFA Foundation has obtained and translated a communiqué from a previously unknown Palestinian Al-Qaida faction claiming responsibility for the murder of two Israeli policemen in the West Bank. According to the statement from the “World Islamic Front for the Liberation of the Al-Aqsa Mosque / Al-Aqsa Army” (dated March 15), “a unit of the al-Malhamah Brigades… has executed an attack on a Zionist vehicle on patrol, killing two police officers in the southern al-Aghur region of occupied Palestinian territory, near the Massua settlement. The incident took place on Sunday, March 15, 2009… At about 6:35 pm, three mujahideen from the al-Malhamah Brigades ambushed the Zionist police vehicle on Road No. 90, in Wadi Arabah, and shot two Zionist police officers. Praise be to Allah, the unit was able to safely return to its base. This blessed operation was launched as a response to the call issued by the Mujahid Shaykh Usama Bin Laden, may Allah protect him, in his sermon, ‘Practical Steps to Liberate Palestine.’”

[3/16/09] German Al-Qaida Member Bekkay Harrach: "Islam and the Finance Crisis"
The NEFA Foundation has obtained and translated a German-language video recording of German Al-Qaida member Bekkay Harrach (a.k.a. “Abu Talha the German”) produced by the As-Sahaab Media Foundation. During the video, titled “Islam and the Finance Crisis", Harrach asked, "Where are the taxes that the German people now need so urgently? They are spent in Afghanistan for soldiers who are doing anything other than fighting.” He stated, "I will try to bring the causes of the crisis to light and suggest - according to the Islamic economic system that is based on the Sharia - a rescue package for the newly-born crisis. After the collapse of communism, the West has proudly boasted that capitalism was THE financial system. But it has not just once fallen on its face but several times. What is now the solution and which financial system is now in question?”

The NEFA Foundation has obtained a new communiqué, dated February 18, from Al-Qaida's Committee in the Islamic Maghreb (AQIM) claiming responsibility for the kidnapping of U.N. special envoy for Niger Robert Fowler, his Canadian aide Louis Guay, and four European tourists. According to the statement, Fowler and Guay were kidnapped two months ago, while the European tourists -- identified as Edwen Dyer (England), Marianne Petzold (Germany), Werner Greiner (Switzerland) and Gabriella Burco Greiner (Switzerland) -- were seized on January 22nd. The statement added that "the mujahideen reserve their right in treating the prisoners in accordance with Islamic Shari'a.”

[2/16/09] AQIM Denies Surrender of Commander Abou Tamim Amine
The NEFA Foundation has obtained and translated a new communiqué, dated February 3, denying reports of the surrender of Abou Tamim Amine (a.k.a. "Ben Touati Ali").  According to the statement, “following the… imprisonment of Brother Amine-the commander of the al-Ansar Brigade, may Allah protect him-last week while traveling en route to a jihadi mission, several news agencies mentioned the news, and they cited two stories. The first story, the accurate one, included the phrase 'the capture of.' But, the other false story is the one that certain media agencies, directed by the intelligence agencies, rushed to report-alleging that Brother Amine had surrendered to the apostates, and that he had served as their agent for a long while. From this, a bigger lie was extracted, built upon the first lie: namely, that our organization has been infiltrated from top down… Accordingly, we strongly deny the news of the surrender of Brother Amine, the commander of the al-Ansar Brigade (central zone)-may may Allah free him from his shackles-and we confirm that our brother was captured last week while in the midst of a jihadi mission. We ask Allah to ease his hardship, and allow us to liberate our prisoners from the Algerian Guantanamo.”

[2/11/09] Taliban Claim Responsibility for Kabul Attacks
The NEFA Foundation has obtained a new communiqué from the Islamic Emirate of Afghanistan (the Taliban) claiming responsibility for the coordinated February 11, 2009 attack on the Ministry of Justice, the Directorate of Prisons, and the Ministry of Education in Kabul, which killed at least 26. According to the statement, "16 mujahideen from Al-Hamzah martyrdom group in Afghanistan Islamic Emirate launched a revengeful campaign for the prisoners who were killed by the hands of the crusaders and their mercenary agents in Beltcherkhi prison during the days of the recent Eid Al-Adha. " Further, the statement claims that "8 mujahideen were martyred and 8 mujahideen went back without harm to their stations.”

[2/9/09] Jaish al-Islam (Army of Islam) Issues Message to the Austrian Government
The NEFA Foundation has obtained a new communiqué from Jaish al-Islam (Army of Islam) in Gaza, in which the group urges the Austrian government to release Muhammad Shawqi Mahmoud from jail. In March 2008, Mahmoud was sentenced to four years in prison for belonging to a terrorist organization. Mahmoud, a central figure in the Global Islamic Media Front (GIMF), was involved in producing a March 2007 GIMF video that threatened Austria and Germany if the countries did not withdraw their troops from Afghanistan. That same month, BBC reporter Alan Johnston was kidnapped in Gaza; the Army of Islam subsequently issued a videotaped claim of responsibility for the operation. During the February 2009 Canadian trial of Mahmoud’s GIMF co-conspirator, Said Namouh, prosecutors revealed that Mahmoud and Namouh “played a major role for the GIMF in the editing” of that Army of Islam video. However, in this statement, the Army of Islam claims that "Muhammad Shawqi Mahmoud has no ties to the Army or any part in capturing the British reporter Alan Johnston by any way, shape or form. He has no relation to or knowledge of this operation, and these accusations directed to him are nothing of the truth, and basically pure falsehood.” In April 2008, Al-Qaida’s Committee in the Islamic Maghreb attempted to secure the release of Mahmoud and his wife by offering to free Austrian hostages.

[2/5/09] AQIM’s Abu Musab Abdel Wadoud Calls for Terror Strikes in Vengeance for Gaza
The NEFA Foundation has obtained and translated a new audio recording (dated January 13) of the top commander from Al-Qaida’s Committee in the Islamic Maghreb (AQIM), Abu Musab Abdel Wadoud, titled, “Gaza - Between the Hammer of the Jews and Crusaders, and the Nail of the Apostates.” Abdel Wadoud condemned the recent Israeli invasion of Gaza and insisted that Algerian President Abdelaziz Bouteflika is just as responsible for the plight of Gaza as the much-maligned Egyptian President Hosni Mubarak: “[the one] who has laid siege to Gaza and set his dogs, with their iron bars, upon the Egyptian people seeking to rescue their brothers, isn’t any more deceitful or shameless than the one who is preventing Muslims in Algeria from conducting peaceful protests… That person is Bouteflika, beloved by the Jews… That is Bouteflika and his generals, who appointed a Jew as an advisor in their damned government.” The AQIM commander demanded that Algerian soldiers and policemen abandon their support for Bouteflika’s government: “when will you stop directing your weapons and the bombs of your aircraft against your own people? At what point? Aren't you mortified by the thought of Allah [knowing about] the bombing runs of your aircrafts across Jijel, Boumerdas, and Tizi Ouzou over our heads, synchronized with the Israeli bombings targeting our brothers in Gaza?” Abu Musab Abdel Wadoud further called upon faithful Muslims across North Africa to launch terror strikes on “Jewish”, “crusader”, and “apostate” targets in vengeance for Israeli attacks on Gaza: “I call upon you to begin campaigns of destruction that will not end until the injustice against your brothers comes to a halt, putting pressure on this silent, treacherous regime… in particular, our brothers and beloved ones in Mauritania, the people of steadfastness and jihad. And so, I say to them, today is your day to support your brothers, [because] purifying Mauritania of the Israeli flag raised aloft in its skies, shooting the Jews, and closing their embassy is [our] duty… The peaceful demonstrations aren't sufficient anymore for Mauritania to respond to the voice of truth and honesty. The permanence of this relationship [between Mauritania and Israel] and its continual presence is not merely a sin against you alone, but it is also [a sin] against Islam and all its faithful… I call upon you to wage jihad, and attack the Western interests, everywhere… And to those in the Islamic Maghreb at large… lend your hands to the mujahideen, and coordinate with them in destroying Jewish and crusader interests in our regions without mercy or remorse. Carefully choose your targets, and provide your brothers with the intelligence. Plan quietly, rely on secrecy and silence, depend solely upon Allah, and do not seek anyone’s permission to destroy the killers of prophets and the cross-worshippers who are allied together in order to demolish us mercilessly and remorselessly.”

[2/3/09] Taliban Reject Formation of “Awakening”-Style Movements in Afghanistan
The NEFA Foundation has obtained and translated a new communiqué from the Islamic Emirate of Afghanistan (the Taliban) rejecting the formation of new paramilitary security organizations in Afghanistan modeled on the apparent success of the “Awakening” movements in Iraq. The Taliban warned that the Karzai administration “can label these militias with any name it wants, but in fact they are just like those from the former communist-era, such as Gilam Jam ([Abdul Rashid] Dostum's militia)… The nation should not be deceived by these names. The formation of these new militias is testimony to the fact that U.S., NATO, and Afghan National Army and local police forces have suffered total defeat at the hands of the Taliban. They are like a drowning person trying to grab any object floating by. They are repeating the same experience of the communists. The brave nation of Afghanistan will not consider these irresponsible raiders as their defenders, and neither will they dispatch their sons to join these useless ranks.”

[2/1/09] Video of Former Gitmo Detainees Swearing Allegiance to Al-Qaida in Yemen
The NEFA Foundation has obtained and translated a new video from the Al-Qaida Organization in the Arabian Peninsula released on January 23, featuring two former inmates at the U.S. military prison in Guantanamo Bay, Cuba who have returned to senior positions within Al-Qaida. During the video, former Gitmo prisoner no. 372 Said al-Shihri (a.k.a. Abu Sufyan al-Azdi) offered his thanks to supporters in the Muslim world: "may Allah reward you handsomely for me and for my brothers, the prisoners in Guantanamo-for the time when you were a blessing to us… when you stood with us and shared our pains, and prayed for us. And we felt its impact upon us in terms of patience and determination... By Allah, our imprisonment has only increased our persistence and adherence to our principles... Here we are today... [in] the land of Yemen and faith. We pledge our allegiance to our brother Abu Basir Nasir al-Wahishi... so that we will serve as a buttress for the jihad to expand from the [Arabian] Peninsula to Palestine, Somalia, Iraq, Afghanistan, and all the Muslim countries." Later in the video, former Gitmo prisoner no. 333 Mohammed al-Awfi (a.k.a. Shaykh Abul-Hareth al-Awfi) threatened to the camera, "we say to the Christian countries which are preparing for war in Saudi Arabia and which are supporting the Christian war against the Muslims: by Allah, we are surely coming for you! ...And we say to the police and [internal] investigations [system] of the Saudis, and to those who guard the Jews and the Christians: repent to Allah for the deception and treachery that you are culpable for when you guard the entrances to their embassies, their secret temples, their population centers, and their military and intelligence bases. The one who gives fair warning cannot [afterwards] be blameworthy, O' servants of the Dirham and the Dinar."

[1/29/09] IMU Issues Messages from German Militants Fighting in Afghanistan
The NEFA Foundation has obtained and translated a newly-released German-language propaganda video from the Islamic Movement of Uzbekistan (IMU) produced in September 2008. During the video, a group of German nationals fighting with the IMU in Afghanistan offered messages and commentary to those living back home in Europe. According to "Abu Adam the German", "more than 20 organizations are fighting here side-by-side with the same goal. All of their members and commanders have given their oaths of allegiance to a man who found its way into the hearts of each mujahid. We speak of the mujahid Amir al-Mumineen Mullah Mohammad Omar. As far as the jihad in Afghanistan is concerned, there are currently about 30 mujahideen operations per day. About 75% of the country is already under our control. My dear brothers and sisters, I do not say to you merely to come to the the land of jihad. Rather, I say to you, you should be racing one another to come to the land of jihad." Another German national, "Abu Abdullah"-shown sitting amongst a group of young children brandishing automatic weapons-explained, "as you can clearly see, praise be to Allah, this has become a very family-friendly place. So, bring your wives and children. Praise be to Allah, there are living quarters here far away from the front. There are hospitals, pharmacies, doctors, and schools-schools in which our children not only learn about Islam, but also all walks of life and obedience. That is why we advise you all to join together, revive, and live the cause of jihad with your entire family." These sentiments were also echoed in the video by IMU commander Muhammad Tahir Farooq himself, who openly welcomed European recruits, "we invite our brothers and sisters. We invite you to our frontline of jihad. We invite you to martyrdom."

[1/28/09] Taliban Insist "Closing the Cages of Guantanamo is Not Enough"
The NEFA Foundation has obtained a new statement from the Islamic Emirate of Afghanistan (the Taliban) titled, "Closing the Cages of Guantanamo is Not Enough.”  According to the statement, "This action of Barack Obama regarding Guantanamo prison can be regarded as a positive step to strengthen peace and stability in the region and in the world. It is, however, another issue as to... whether the closure of this prison is really Obama's initiative or the result of the blessing of the strength, faith, and great determination of the mujahideen... Anyway, as a result of the enormous chaos that the war-mongering Bush administration created in the region and the world, the closure of one prison can only be seen as an ordinary effort. If Barack Obama is really interested in peace and stability in the world, he should not suffice to this measure alone and should declare as null and void all those evil projects which have been started in the light of the satanic polices of Bush to destabilize the entire world... If Barack Obama, according to his speech, really wants to open a new page of peaceful relations with the Islamic world based on mutual respect, then before anything else he should stop and declare null and void everything that has taken place under the criminal polices of Bush. He should completely withdraw his forces from the two occupied countries of Afghanistan and Iraq and he should end support for Israel which is against Islamic interests in the Middle East and in the entire world."

[1/28/09] AQIM Denies Alleged Germ Warfare Experiment Gone Wrong
The NEFA Foundation has obtained and translated a new communique from Al-Qaida in the Islamic Maghreb (AQIM) denying recent reports that a group of Al-Qaida fighters perished in Algeria after mistakenly contracting fatal doses of the plague during a biological warfare experiment gone wrong. According to the statement, “on January 6, 2009, several journalists wrote reports, based upon information they had received from their bosses in the Algerian intelligence bureaus, about dozens of mujahideen who died from contracting the plague. According to their claims, this disease was spread throughout the ranks of Al-Qaida organization and that it will soon cause the collapse of this organization! …We wanted to announce that there was no truth to these rumors… We don't know anything about this so-called plague, because it never happened-other than perhaps in the minds and hearts of those collaborators who falsely carry the title of 'journalists.' We announce to our Islamic nation that the purpose of falsified reports such as these is to frighten young men away from joining the jihad and to become weapons on the battlefields… The real plague that threatens our nation's existence is this apostate group of treacherous rulers who have allied themselves with the Jews and the Christians in order to destroy Gaza, to sell out Palestine, and to trample over our beliefs, honor, and sacred possessions.”

[1/20/09] German Al-Qaida Member Bekkay Harrach: “A Bailout Plan for Germany”
The NEFA Foundation has obtained and translated a new German-language video recording of German Al-Qaida member Bekkay Harrach (a.k.a. “Abu Talha the German”) produced by the As-Sahaab Media Foundation. During the video, titled “A Bailout Plan for Germany”, Harrach threatened, “I asked the German people what do the German secret services really know and do they believe that they can really protect the German people? Or have they not already admitted that they cannot put anything up against Al-Qaida… If you look at the strategy of Al-Qaida, you conclude that only those who were aggressive became targets… In that predicament, have the Germans any other choice then looking for the fastest way home? Time is running out for the Germans. I appeal to the German people, finally stand up and become reasonable… Don’t believe that you will get away scot-free or that even the smallest of your injustices will be forgotten or overlooked.” Harrach also appeared to mock widespread support among Germans for the election of President Barack Obama in the U.S. Addressing upcoming democratic elections in Germany, Harrach insisted, “the people have no choice because both parties want the same thing, no matter whether you will vote soon for McCain or Obama… Maybe the day will come when you will wish to be South Koreans or to have Opera leader Kirsten as Chancellor.”

[1/13/09] Somali Militants Issue Biography of American Jihadist
The NEFA Foundation has obtained and translated a biography issued by the Shabaab al-Mujahideen Movement in Somalia of an American jihadi recruit recently killed in a missile strike in southern Somalia. Former Seattle, Washington-resident Ruben Shumpert (a.k.a. Amir Abdul Muhaimeen) was allegedly under investigation by the FBI for distributing jihadi video recordings and providing weapons training before Shumpert fled the U.S. with the help of local Somali Islamic extremists living in Washington. According to Shumpert's jihadi biography, "While en route, he transited through Dubai and was stopped by the Emirates security services. They were investigating the identity of any person traveling to Somalia at that stage, may Allah punish them. Praise be to Allah, he was able to slip away from the policeman while he was busy talking with some of his work colleagues, and [Ruben] was able to catch a flight headed for Mogadishu... When he arrived at the airport, there was a group of brothers who received the new immigrants. Upon arrival, you must tell them that you are looking for a camp, or to conduct jihad, or a weapon. You say exactly what you want without fear of the intelligence services. They do not become agitated, and instead, they will take you to the camps."

[12/29/08] Al-Qaida-Linked U.S. Citizen Addresses Shabaab al-Mujahideen; Shabaab Responds
The NEFA Foundation has obtained a statement issued by Anwar al-Awlaki, an Al-Qaida-linked U.S. citizen, addressed to the Shabaab al-Mujahideen, as well as a communiqué Shabaab issued in response. On December 21st, al-Awlaki released a message titled "Salutations to al-Shabab of Somalia”, in which he stated, "We are following your recent news and it fills our hearts with immense joy. We would like to congratulate you for your victories and achievements. Al-Shabab not only have succeeded in expanding the areas that fall under their rule but they have succeeded in implementing the sharia and giving us a living example of how we as Muslims should proceed to change our situation. The ballot has failed us but the bullet has not.” However, he also urged Shabaab to "be kind and soft with the masses; to excuse them for centuries of ignorance and false beliefs; to teach first and hold responsible last. I would advise you to go by certainty and to leave doubts; to prefer forgiveness over revenge." Al-Awlaki served as an imam in Colorado, California, and Washington D.C. and worked as the Muslim Chaplain at George Washington University. He was the “spiritual advisor” to 9/11 hijackers Nawaf al-Hazmi and Khalid al-Midhar, and the Congressional Joint Inquiry on 9/11 reported that “the FBI agent responsible for the September 11 investigation informed staff that ‘there’s a lot of smoke there’ with regard to…[al-Awlaki’s] connection to the hijackers.” Returning to Yemen, he was arrested in 2006 and held for over a year. He reports being interrogated by FBI agents about a number of subjects, including 9/11. A February 2008 Washington Post article notes that U.S. officials now "believe that al-Awlaki worked with Al-Qaida networks in the Persian Gulf after leaving Northern Virginia” and has been involved in planning attacks on the U.S. and its allies. Responding to al-Awlaki on December 27, Shabaab blamed the media for purportedly misreporting events in Somalia: "[The media] are continuously throwing accusations at those who want to live by the law of the Creator. For example, we can take the issue of the stoning of the woman in Kismayo. The disbelievers have falsely reported that she was 13 years old, unmarried, and was raped. The reality and truth is that she was over 20 years old, married, and was practicing adultery. This is just one example of how they twist the news, so we would like to take this opportunity to advise our brothers not to believe any news reported about us except from our official Media Department.”

[12/19/08] Fatah al-Islam Claims Death of Leader, Endorses Terror Financing Through Bank Robberies
The NEFA Foundation has obtained and translated two new communiqués from the Al-Qaida-linked Fatah al-Islam in Lebanon and Syria. On November 29, Fatah al-Islam issued a statement condemning “Syria’s entrance into the public arena against Fatah al-Islam… If this organization is wiped out, then no other force will remain in Lebanon besides the force of [Hizballah]. This stands in accord with the Iranian policy aimed at controlling the region.” On December 8, the group distributed a second statement claiming, among other things, that its commander Shaykh Shakir al-Absi has been missing and is presumed dead following a failed bid to join Al-Qaida in Iraq. According to the statement, al-Absi and a group of aides left their former base in Lebanon for Syria “in order to allow their wounds to heal, to reestablish the [communication] channels that were cut off during the war, and to rebuild the organization… [Al-Absi] started contacting the brothers from the Islamic State of Iraq (ISI), through people who were well-known to the ISI, and was also trying to reach the brothers in Afghanistan—though not with much success.” Fatah al-Islam was also specifically insistent on the legitimacy of committing bank robberies as a financing tactic: “we say, relying on Allah, that stealing money from the infidels, from the usurious banks and the institutions which belong to the infidel regimes and states, is a legal thing which Allah has permitted us to do. This money is being seized from them and instead directed towards jihad and the mujahideen in order to fulfill their needs, to buy equipment etc.”

[11/26/08] Shabaab al-Mujahideen Denies Threatening Pirates in Somalia
The NEFA Foundation has obtained and translated a new communiqué from the Shabaab al-Mujahideen Movement in Somalia denying published reports that it intends to fight with local pirate forces for control of a hijacked Saudi supertanker off the coast of East Africa. The communiqué condemned the Arabic-language Al-Jazeera satellite television network for “publish[ing] a completely false report, in which it alleged that a spokesman for the Shebaab al-Mujahideen Movement confirmed that the movement has threatened the pirates [in Somalia] and has offered guarantees for the release of the Saudi oil tanker. We question the accuracy of this report and demand that Al-Jazeera identify their unknown source. Did Al-Jazeera even try to confirm such reports with our media office, which is well-known to them? …Why is Al-Jazeera putting such emphasis on the information that it obtained from an uncredentialed spokesman, and yet totally ignoring an interview done over 2 years ago with our official spokesman? Also, Al-Jazeera has falsely invented communiqués that it claimed were the wills of the martyrdom attackers [i.e. suicide bombers] responsible for the operations in Hargeisa and Busaso—yet, we have never published any statements regarding the afore-mentioned attacks.”

[11/21/08] Taliban Reject Hamid Karzai's Offer to Protect Mullah Omar
The NEFA Foundation has obtained a new statement from the Islamic Emirate of Afghanistan (the Taliban) rejecting Afghan President Hamid Karzai's solemn offer to Mullah Omar to "guarantee his security and safety" if he would agree to willingly participate in peace negotiations. The Taliban assert that "Karzai and his masters should know, personal immunity and power obtainment is not an issue for Mullah Mohammad Omar Mujahid." Further, "Our people may remember that at the first months following the American invasion of Afghanistan, Mr. Karzai was reiterating the same appeals and polished assertions for members and the rank and file of the Islamic Emirate of Afghanistan, claiming no member of Taliban, whether senior or junior, would be harassed merely by being a member of Taliban. Then, we saw with our own eyes that thousands of defenseless Taliban were arrested and kept in containers and dungeons of Qallae Jangi. They were consequently mercilessly martyred -- an unforgettable tragedy reminiscent of Mr. Karzai’s retracting his promise... one can conclude that the hackneyed words and assertions by Mr. Karzai are aimed at throwing dust in the eyes of the people. Ironically, Karzai has not the authority to take up the dialogue by his own nor can tell the nation the truth.”

[11/13/08] Taliban Reaction to Obama Victory
The NEFA Foundation has obtained a new statement from the Islamic Emirate of Afghanistan (the Taliban) addressed to U.S. President-elect Barack Obama. The Taliban assess that "the overwhelming victory of Barrack Obama, the candidate of the Democrats in the US Presidential Election and his assumption of US presidency reveals the collective willingness of American people not to continue the current despicable and anti-human wars in Afghanistan and Iraq --- wars that have been launched by W. Bush."  Further, it is "imperative for Obama to put an end to all the policies being followed by his Opposition Party, the Republicans and pull out US troops from Afghanistan and Iraq forthwith."  The statement ends with the following advice to Obama: "He should respect the rights of the people to independence and observe the norms of human rights. In short, he should set out on a policy that will have a message of peace for the war-stricken world which has been victimized by the arrogance and tyranny of USA."

[10/24/08] Taliban Reject Notion of Iraq-Style "Awakening" Movement in Afghanistan
The NEFA Foundation has obtained a new statement from the Islamic Emirate of Afghanistan (the Taliban) rejecting the notion that a U.S.-sponsored "Awakening" movement in South Asia -- styled after the model recently developed in Sunni areas of Iraq -- has any chance of success in Afghanistan. According to the statement, "the Americans should not look at Afghanistan in the context of Iraq. Here sectarian differences do not exist among the people in the tribal areas as it is the case in Iraq. Should that had been the case, the Americans might have taken advantage of that and tipped the people against Mujahideen. Now we are beholding that the people of the tribal areas are bonded and infatuated by the spirit of Jihad and patriotism, making it almost impossible for the Americans to take a breath of relief... Americans have to analyze the role, reputation, and history of these unscrupulous militias and then re-examine the strategy of militia formation."

[10/22/08] Al-Qaida in Yemen Mourns Fallen Martyrs, Including Iraq Veterans & Saudi Terror Suspects
The NEFA Foundation has obtained and translated selected articles from the official magazine of Al-Qaida’s network in Yemen, “Sada al-Malahim.” The articles include two reports from an ongoing series titled “Men on the Road” profiling notable Al-Qaida figures from Yemen and Saudi Arabia who have been recently “martyred” in clashes with “apostate” security forces. The two men are Yemeni national Yasser Nasser al-Hamiqani and ‘Abu Dawud al-Najdi’ (a.k.a. Saudi national Mohammed Rashid al-Julaidan). Hamiqani, released from a Yemeni prison after a failed bid to join the jihad in Iraq, was allegedly killed at a security checkpoint while in the midst of preparing a terrorist attack targeting Ethiopian interests in the al-Bayda province of Yemen. Al-Julaidan, shot down in a clash with Saudi security forces in the “Palms” neighborhood of Riyadh, was a veteran of both Syrian and Saudi prisons—imprisoned for traveling back-and-forth between Iraq and Syria in the service of “his mujahideen brothers in Iraq.”

[10/19/08] NEFA Exclusive: Excerpts from Al-Qaida in Yemen's Official Magazine
The NEFA Foundation has obtained and translated selected articles from the official magazine of Al-Qaida’s network in Yemen, “Sada al-Malahim.” The articles include a report published in the first issue of the magazine (released in January 2008) documenting a failed Yemeni government security operation targeting a suspected Yemeni Al-Qaida member following his return from fighting U.S. forces in the jihad in Iraq. The articles also include two pieces from the second issue of the magazine (released in March 2008), focusing on the Danish cartoon controversy and, respectively, the dangers facing “infidels” who dare to attempt to visit any region of the Arabian Peninsula. Regarding the cartoons, a Yemeni Al-Qaida columnist charged, “the Europeans have entered—as they have entered previously—into a Christian war with Islam and the Muslims. They have opened the doors of hell for themselves, and have opened wide the door to the killing and slaughter of their citizens… If they do not rid themselves of these cartoons, apologize for them, declare that they are no longer permitted, and punish those who insult the Prophet of the Muslims, may Allah bless him and grant him salvation, then they shall be a legitimate target. Furthermore, it will become the responsibility of every Muslim to slaughter them anywhere in the world, and to set upon them with heavy blows.” In the second article, titled “Bearing No Responsibility”, another Al-Qaida writer threatened, “we disavow responsibility for any infidel who has entered the Arabian Peninsula, and his blood and money are open for the taking… Beware entering the Arabian Peninsula under any name or guise—be it as tourists, diplomats, scientific delegations, experts, or journalists. Otherwise, you shall be the primary target of the mujahideen. By Allah, the knife of Abu Musab [al-Zarqawi] is still dripping blood, and we are now holding it.” 

[10/16/08] Saudi Terror Operative in Yemen: Target Oil to Cause "Total Collapse"
The NEFA Foundation has obtained and translated a new selected article from the official magazine of Al-Qaida’s network in Yemen, “Sada al-Malahim”—in this case, featuring an interview with most wanted Saudi Al-Qaida operative Nayif bin Mohammed al-Qahtani (a.k.a. Abu Hummam al-Qahtani). During the interview, al-Qahtani acknowledged that he had recently sought sanctuary in neighboring Yemen, explaining, “there is one [united] land of the Muslims, and it does not acknowledge the narrow borders drawn by the colonialists with the cooperation of our treacherous rulers… However, the true secret of my arrival in Yemen is the search for good military preparation.” When asked why he had chosen the jihad in the Arabian Peninsula over Afghanistan or Iraq, al-Qahtani outlined his “military rationale”: “if the enemy's interests in the Arabian Peninsula were devastated, his access to our petroleum interrupted, and the oil refineries put out of order, this would cause the enemy to collapse—and they won’t merely be forced to withdraw from Iraq and Afghanistan, but moreover would face a total collapse. If [our enemy] were to be struck hard in various places, then he would scatter, turn around, and flee forlornly from the land of the Muslims, with his tail between his legs.”

[10/14/08] AQIM Claims "Battle of Zerouate" in Mauritania
The NEFA Foundation has obtained and translated a new statement from Al-Qaida’s Committee in the Islamic Maghreb (AQIM) claiming responsibility for a September 14, 2008 attack on a local military convoy in the Mauritanian region of Zerouate. According to the statement, “this attack was carried out to avenge the oppressed prisoners in the Mauritanian jails… This battle has been executed as a clear message to the governing military regime: your sins against the nation in general and against the Muslim youth in particular will not pass without punishment.” The AQIM also cautioned its supporters concerning false communiqués broadcast by various news agencies, naming the “Al-Fajr Media Center” as the only authorized, legitimate source for official statements from the group.

[10/11/08] Al-Fajr Center Announces Shuttering of Three Top Jihad Web Forums
The NEFA Foundation has obtained and translated an Arabic-language statement from the Al-Fajr Media Center—the official online logistical network responsible for disseminating messages from various Al-Qaida military factions—announcing the sudden closure of three of the top Internet discussion forums currently used by Al-Qaida: Al-Ekhlaas, Al-Firdaws, and Al-Boraq. According to the Al-Fajr Center, the chat forums were shuttered “for technical reasons” and not—as reported in “the apostate media”—because “the offices of these websites had fallen into the hands of the enemy. Indeed, since when have jihadi websites had permanent offices?” The statement also warned that the three Internet forums will likely remain offline for some time, and that former users should be careful to avoid fraudulent efforts by “untrustworthy sources” to prematurely resurrect them: “If the source of the link is not an official announcement from the [Al-Fajr Media] Center, then it has no credibility."

[10/9/08] Shabaab al-Mujahideen in Somalia Release Video of FBI Most Wanted Terror Suspect
The NEFA Foundation has obtained an Arabic-language video recording released by the Shabaab al-Mujahideen Movement in Somalia featuring a statement from Kenyan national Saleh Ali Saleh Nabhan (a.k.a. “Abu Yousef”), who is currently wanted by the FBI “in connection with the 2002 attacks in Mombasa, Kenya, against a hotel and an airliner.” In his video address, Nabhan expressed his admiration and respect for Al-Qaida leader Usama Bin Laden, calling upon Muslims around the world: “Here are the training camps in Somalia and elsewhere… that have opened their doors so that you join them… Do you not see your brothers from the people of Al-Shams and your brothers in Egypt and your brothers in Iraq? …So likewise I say, Oh people of Kenya and Tanzania, and Nigeria and Uganda and Chad! Will you not take your share of the jihad? …And we are waiting for reinforcements from Sudan and Yemen of wisdom and faith. Rise up from your seats, in the houses of your mothers, and join the caravan of the protectors of al-Tawheed… and be among those who raise the black banner in Somalia the first time after the invasion of the Ethiopian scum.”

[10/7/08] Taliban Deny Peace Talks, Urge Fighters to Avoid Innocent Civilians
The NEFA Foundation has obtained and translated four new statements from the Islamic Emirate of Afghanistan (the Taliban). In these new communiqués, the Taliban have denied widespread rumors of Saudi-sponsored peace talks with the Afghan government and have mocked news that U.S. troops withdrawing from Iraq may soon be sent to Afghanistan. The communiqués also include an official message from Taliban commander Mullah Mohammed Omar, in which he strongly warned Taliban fighters, “be very careful when you face the general population and your innocent countrymen. Don’t go ahead with an attack which has the possibility of harming the general population… Every act [must be avoided] which is not in harmony with the teachings of Islam, which is not customary in our Islamic civilization, or which reflects poorly upon the Islamic nation. Covert enemy operations carried out in your name—such as the blasts in the mosques where there are gatherings of innocent people, highway robbery, the chopping of noses and ears in the name of what is forbidden in Islam and what is considered permissible or non permissible, and the burning of Islamic books—must be strongly countered. Whoever is responsible for acts such as this for whatever reasons must restrain his group, and must not defame our mujahideen.”

[10/2/08] Al-Qaida's Foreign Fighters Shift Focus from Iraq to Pakistan and Afghanistan
The NEFA Foundation has obtained and translated Arabic-language biographies of foreign fighters—particularly those from Saudi Arabia and Kuwait—which appear to document a shift in focus away from the jihad in Iraq and towards the growing conflict in Pakistan and Afghanistan. The biographies include the story of “Abu Ubaidah al-Najdi”, a 25-year old Saudi medical student who spent six months fighting in northern Iraq before leaving and “heading for Afghanistan”—and the video-recorded "martyrdom" will of "Abu Ghareeb al-Makki" (a.k.a. Kamaal al-Hadhli), the Saudi Al-Qaida suicide bomber responsible for the June 2008 suicide bombing attack on the Danish embassy in Islamabad, Pakistan. One of the other men profiled in the documents, Saudi national Sari Bin Hamad al-Sari (a.k.a. Ikrama al-Najdi)—who died in a failed Taliban assault on the Khost regional airport in Afghanistan—was reputed to have been a close friend and associate of Abu Ghareeb al-Makki.

[9/20/08] AQIM Condemns Mauritania Coup, Claims Suicide Bombings
The NEFA Foundation has obtained and translated two new statements from Al-Qaida’s Committee in the Islamic Maghreb (AQIM) condemning the recent military coup in Mauritania and claiming responsibility for a series of suicide bombings and other attacks targeting the Algerian army, police, and foreign workers. In a statement dated August 11, the AQIM criticized the Mauritanian government, among others, for “oppressing their own people” and scoffed, “it is likely that those behind the recent military coup in Mauritania would not have dared to do what they did, had they not already received the approval of the infidel nations of America, France, and Israel.” In a second communique dated August 21, the AQIM announced its role in leading a "Revenge Battle for the Group of Martyrs in Tizi Ouzou." According to the statement, a group of AQIM suicide bombers of Algerian and Mauritanian nationality were responsible for recent attacks targeting Algerian police academies, a coast guard barracks, and a civilian bus believed to be carrying Canadian contract workers. The group strongly denied charges from Algeria’s Interior Ministry that it had targeting innocent civilians, insisting, “we will never grow complacent or tired of repeating our assurance to you that we pick our targets with precision and are so careful [of spilling] your blood. We do not target innocents… It is the mujahideen who are the ones who really care for the blood of Muslims—so does it make any sense that a martyrdom seeker would go and kill his own brothers and family?”

[9/18/08] Al-Qaida in Yemen Statements from Summer 2008
In light of the attack on the U.S. embassy in Sanaa, the NEFA Foundation is releasing two statements issued by Al-Qaida in Yemen this summer. On June 4, 2008, the group issued a statement claiming responsibility for the bombardment of a security camp, which it asserted was  "widely known for its continuous tracking of our Mujahideen brothers." Then, on July 25, 2008, Al-Qaida in Yemen issued a statement claiming a "martyrdom" operation against security forces in Hadramout.

[9/16/08] Al-Yaqin Media Center Interview with an Al-Qaida "Soldier"
On September 12, an interview with an Al-Qaida “soldier”, conducted by the Al-Yaqin Media Center, was posted on a jihadist website. In the interview, the “soldier” warns of the presence of sleeper cells in the U.S. and notes that “Texas is in our sight!” He adds, "We in the Al-Qa'ida organization know the rule that states 'fight your enemy with the weapon he fears, not with the weapon you fear.' [8/27/08] Al-Somood Biography of Deceased Taliban Military Commander Mullah Dadullah
The NEFA Foundation is releasing additional content drawn from Al-Somood, a monthly Islamic magazine published by the Taliban’s media center. In this piece, dated July 2007, Al-Somood provides a biography of Taliban military commander Mullah Dadullah, who was killed by NATO and Afghan troops in May 2007. The biography explains that "One of the most dangerous (things) the martyr Dadullah had done against the worldwide crusader ally in Afghanistan is coaching the suicide youngsters who had overpowered the crusader forces as soldiers. The number of these youngsters reaches the hundreds and they have been spread in the different counties of Afghanistan. These youngsters have succeeded, with the kindness of the raised God, in filling the hearts of the enemy with fear from everything and in every place, and for that, the enemy saw him (Dadullah) as the master of the suicides and named him as the martyr Zarqawi, the master of the suicides in Iraq.” In May 2007, the NEFA Foundation obtained a videotaped interview of Dadullah that was broadcast on ABC News’ “World News.”

[8/25/08] Text of Threat to Gordon Brown - Led to U.K. Arrests?
Earlier this month, British authorities arrested three individuals, including two as they prepared to leave Britain, on terrorism charges. According to open source reporting, the arrests were linked to an online threat to Prime Minister Gordon Brown that was posted in January 2008 on al-ekhlaas.net. The posting, made available by the NEFA Foundation, was purportedly issued by "the leader of Al-Qaeda in Britain" and demanded: "A complete withdrawal of the British troops from Afghanistan and Iraq. To free all Muslim captives from Belmarsh prison, and the foremost of them Shaykh Abu Qatada al-Filistini and Shaykh Abu Hamza al-Misri.”

[8/17/08] Chechen Mujahideen Head Denies Mujahideen Involvement in Georgia Conflict

communiqué issued by Shamsuddin Batukaev, the Wakil (Head) of the Caucasus Emirate, in which he commented on "widely replicated reports that ‘Chechen units and volunteers from Chechnya’ are participating on Russian side in war against Georgia.” He acknowledged that a small number of "gangs of apostate-mercenaries of ethnic Chechens or representatives of other nationalities of the Caucasus...are members of Russian occupation forces" but "have nothing to do with the Armed Forces of the Caucasus Emirate" and "are the enemies of the Caucasus Emirate like [the] Russian invaders."

July 5, 2008 report from the Chechen mujahideen press agency, which stated that "the intelligence service (Mukhabarat) of the Caucasus Emirate...received...information about [an] upcoming military operation that Russia will conduct against Georgia.” Further, "operative information points at the fact that the main objective of the war operation is to seize the Kodori Gorge and to optimally weaken Saakashvili's regime or to overthrow Georgian President Saakashvili.” The report continued, "the operation will have the nature of blitzkrieg. Offensive operations involving forcing the Georgian troops out of the Kodori Gorge (Upper Abkhazia) are supposed to be completed within 7 to 10 days since the start of the operation.”

The NEFA Foundation is releasing a transcript (which will later be accompanied by audio/video) of an exclusive interview of Haji Namdar, who was shot to death at a mosque
in Khyber Agency on August 13, 2008; the Tehrik-e-Taliban Pakistan took credit for the attack. Among the most well-known radical ‘leaders’ in Khyber, Namdar served as head of the now-defunct militant organization ‘Amr Bilmaroof Wa Nahi Anilmunkar; he also joined forces with Mangal Bagh, supporting him in the recent clashes against government forces. On June 30, 2008, Namdar’s house was destroyed during the recent military offensive ordered by Islamabad. NEFA interviewed Haji Namadar at an undisclosed location in the Bar Qambarkhel area, Khyber Agency on May 2nd 2008, one day after he was unsuccessfully targeted by a Tehrik-e-Taliban Pakistan (TTP) suicide bomber.

[6/18/08] July 2005 "Al-Qaida Organization in the UAE and Oman" Threat to the UAE
In light of the June 14, 2008 warning by the U.K. Foreign Office that it believes "terrorists may be planning to carry out attacks in the UAE," the NEFA Foundation is releasing a July 2005 communiqué from the military wing for the Al-Qaida Organization in UAE and Oman titled "A Letter to the UAE Oppressors." The letter stated, "We send you this loud and clear letter since you have brought it upon yourselves and did not change your way and kept on following the nation of cross and the Jews…haven’t you known by now that the Mujahidin who were able to attack America on its soil will also be able to reach the nation of cross and the Jewish pigs who are inside your country." It added, "We warn our Moslem brothers in UAE not to be near the following places in order not to interfere with the Mujahidin work and not to be harmed since we are very cautious not to target the Moslems. The places are: 1: the harbor of Jabal Ali in Dubai. All the Moslem workers should leave it at once 2: Dubai international airport 3: Abu Dabi international airport 4: the Dubai investments center."

[6/17/08] AQIM Claims Bomb Attacks on French Contractors in Algeria
The NEFA Foundation has obtained and translated a new communiqué from Al-Qaida’s Committee in the Islamic Maghreb claiming responsibility for several recent terrorist attacks in Algeria, including a June 8 bombing near the Beni Amrane train station which killed a French contractor working for the Razel corporation. According to the statement, “following much preparation and careful observation, the mujahideen decided to target the French delegation, despite the heavy security blanket provided by their apostate servants.” The AQIM also claimed responsibility for another recent operation of note – a twin suicide bombing attack on June 4 targeting an Algerian army outpost in Burj Kaifan. In the statement, the group explained, “After following up, making preparations, and observing it over the space of four months, the mujahideen discovered two vulnerabilities. First, the overcrowding of its main gate at closing time each Wednesday evening as the men were inspected upon leaving through the gate. The second was the gathering of these apostates at a café nearby to the barracks… Consequently, the mujahideen decided to attack these two vulnerable points with a pair of martyrdom operations.” The AQIM also directed a final message to “the crusaders and their servants from among the apostates”: “we are coming, by the will of Allah, so start digging your own graves.”

AQIM Promises Revenge for Attack on Muslim Woman in Morocco
The NEFA Foundation has obtained and translated a statement dated June 4 from Shaykh Abu Musab Abdel Wadoud, the top commander of Al-Qaida’s Committee in the Islamic Maghreb (AQIM), titled, “Here We Come, O’ Sister!” In his statement, Wadoud swore revenge on the governments of North Africa for a violent confrontation between local security forces and a Muslim woman in Morocco. According to Wadoud, “We have witnessed images published on several jihadi Internet websites which appear to show a deviant apostate trampling over a pure sister, along with her child, with his shoes… O’ Muslim youth of the Islamic Maghreb: we call upon you to take up arms, to prepare steeds of war, and to join hands with the mujahideen in order to cleanse the Islamic Maghreb from the stooges of the Jews and Christians who are stealing our wealth and spilling our blood. And as for those of you who are unable to reach the fronts of jihad and make preparations [for battle], you should not wait for anyone’s permission to target the Jews, the Christians, and the apostates in your own regions—for they are the cause of our pain and disasters.”

The NEFA Foundation has obtained and translated a new communiqué from the Islamic Emirate of Afghanistan (the Taliban movement) defending the recent peace accord negotiated between the Pakistani government and local Taliban forces. According to the statement, “We consider the peace accord in Pakistan as an internal affair, which pertains to that country alone—yet the occupation forces in Afghanistan and the forces hostile to Islam around the world oppose this peace accord and argue it will lead to an escalation in jihadi activities in Afghanistan. This claim is groundless and it is far from the truth… The occupying forces and their supporters are facing total defeat in Afghanistan, and therefore, they are trying to use these kind of statements and claims in order to distract the gaze of the Afghans and the rest of the world in another direction—so that the Afghan resistance will appear to be weak.”

[6/7/08] Sawt al-Jihad #30: "Interview with the Martyr Karim al-Mejjati"
In light of recent court proceedings in New York involving
Mourad El-Hamyani, the NEFA Foundation is releasing a 2007 Sawt al-Jihad ("Voice of Jihad") interview with Karim el-Mejjatti. As the U.S. government explains, Mejjati "was an Al Qaeda affiliated terrorist who was killed in a gun battle with Saudi Arabian security forces in April 2005. Mejjati is the suspected mastermind of the March 14, 2004 Madrid train bombing that killed 191 people. He has also been implicated in the May 12, 2003 bombing in Saudi Arabia, in which 23 people were killed, as well as the May 16, 2003 Casablanca bombing that killed 45 people..." In 1997 and 1998, Mejatti traveled to the U.S. and stayed with Mourad El-Hamyani, who allegedly attended a terrorist training camp in Afghanistan and is currently fighting to be released from detention in New York. When asked by Sawt al-Jihad about "the most famous commanders" he fought under, Mejjati responds, "I will not forget my brothers Ibn Shaykh al-Liby and Abu Zubaydah al-Falastini who supervised me during my military training and taught me about glory. I will not forget my Muslim brother Shaykh Abu Qatada al-Falastini who taught me my ideology. I will not forget my brother al-Mukhtar al-Baluchi (Khalid Sheikh Mohammed) who revived our spirit of sacrifice for this religion and who was in charge of me in Pakistan."

[6/2/08] Islamic Jihad Union (IJU) Interview with German "Eric B."
The NEFA Foundation has obtained a new interview published by the Islamic Jihad Union (IJU) with “Abdul Gaffar al-Almani”—better known as “Eric B.”, a 20-year old German convert to Islam from Neuenkirchen in Saarland who traveled to Pakistan in 2007 and joined the Islamic Jihad Union (IJU). According to “Abdul Gaffar”, as long as European governments continue to participate in the NATO-led security mission in Afghanistan, “Germany—along with every other nation taking part in the occupation [of Afghanistan]—should expect attacks by Muslims. The one who goes searching for war will surely find it.” He further boasted that the IJU has recently “assembled a group of recruits who are ready to conduct martyrdom operations.” Separately during his interview, “Abdul Gaffar” also indicated that the IJU is currently suffering from a serious financial crisis, acknowledging, “Truthfully, we have a shortage of money, but generous Allah is supplying us with all of our necessities.”

[5/31/08] New Documents from Emerging Al-Qaida Faction in Gaza Strip
The NEFA Foundation has obtained and translated a communiqué and audio recording from an emerging branch of the Al-Qaida-aligned Fatah al-Islam movement based in the Gaza Strip. On January 12, 2008, the
group issued a statement naming its local commander in the Palestinian territories as "Abu Abdelrahman al-Ghazzawi", who it simply described as “a very kind brother, with much previous experience in jihad and deep-seeded roots in theology.” On February 12, 2008, Fatah al-Islam released the first known audio recording of Abu Abdelrahman al-Ghazzawi, in which he announced, “we shall commence our war from Palestine along with the Ansar and Muhajireen [emigrants and supporters] in order to unite our lines and to [honor] our slogans about battling the Jews who live near us—a jihad, in which there is no regard for clay and dirt… We declare to Shaykh Shaker [al-Absi] and Usama [Bin Laden] and Ayman [al-Zawahiri] and Abu Omar [al-Baghdadi]: ‘Go forth with the blessing of Allah, go forth with your Lord and fight, and we shall fight with you.’ O’ sons of Islam, sons of the Gaza Strip, you are our base of support and, on your behalf, we shall ask for help and assistance from Allah… No border or language shall separate us—we share the same Lord, the same religion, and the same enemy.”

[4/29/08] Interview of Turkish Islamic Jihad Union Fighter
The NEFA Foundation has obtained and translated an interview of a Turkish Islamic Jihad Union (IJU) fighter. According to the IJU, Abu Yasir Al-Turki “left everything he had in Turkey, following the verse of Allah c.c. to do Jihad, migrated to live the life of the companions of Muhammed, and is presently fighting in the ranks of the Islamic Jihad Alliance.” During the interview, Al-Turki comments, “America and its allies have woken up a sleeping giant. I mean they re-lit the fire of Jihad, which was inside the religious community, and this fire is growing every day. We may not be able to see it, but this will go on until the conquest of Rome as promised by the prophet of God and hopefully will put all of Europe under the jizya tax with the permission of Allah.”

[4/15/08] "Shabaab al-Mujahideen" Announces New Campaign of Terrorism in Somalia
The NEFA Foundation has obtained and translated a new communiqué  released on April 5, 2008 by the Shabaab al-Mujahideen Movement in Somalia. The statement welcomed the recognition of Shabaab as an  international terrorist organization by the U.S. government: "As we are a part of the Salafi-Jihadi Islamic trend which opposes the dominance of the crusaders and the aggression led by America, we do not find it unlikely that America would add us to the names of these other honorable men, for whom we are honored to join, at the bottom of their list.” The Shabaab also announced the beginning of a new military campaign inside Somalia under the slogan "Our Terrorism is Praiseworthy": "We swear to Allah that... we will only repeat what our late Shaykh Abu Musab al-Zarqawi once said: ‘we will not compromise on our religion, we will not change the way of jihad, and will not be satisfied with compromises. Between us and the infidels, there is only the sword of Islam.'" On February 29, 2008, the U.S. State Department designated Shabaab  al-Mujahideen (a.k.a. the Mujahideen Youth Movement) as a Foreign Terrorist Organization and as a Specially Designated Global Terrorist. According to the U.S. State Department, the Shabaab movement includes “a number of individuals affiliated with al-Qaida. Many of its senior leaders are believed to have trained and fought with al-Qaida in Afghanistan.”

[4/10/08] AQIM Disavows Responsibility for Lives of Austrian Hostages
The NEFA Foundation has obtained and translated an April 7, 2008 communiqué issued by "the Al-Qaida Network in the Islamic Maghreb" (formerly known as the Salafist Group for Prayer and Combat, GSPC) complaining that “for the third time, the deadline of the ultimatum given to Austria by the mujahideen over its civilian hostages has expired, but Austria continues to act recklessly with a total lack of respect for the lives of its kidnapped civilians.” According to the statement, the AQIM is now offering to exchange the lives of the two Austrian hostages for the release of two Muslim residents of Vienna prosecuted for distributing jihad propaganda on the Internet—and the immediate withdrawal of a token Austrian military delegation from international peacekeeping duties in Afghanistan.

The NEFA Foundation has obtained and translated a copy of a purported communiqué from the “Jund al-Yaman Brigades” of the “Al-Qaidat ul-Jihad Organization in the Arabian Peninsula” dated April 7, 2008. The statement claimed credit for several recent terrorist attacks in Yemen, including the April 6 mortar shelling of foreign housing compounds in the al-Hadda neighborhood of Sana’a—which, according to the “Jund al-Yaman Brigades”, was carried out “in revenge” for slain Taliban military commander Mullah Dadullah.

[4/1/08] Taliban Claims Attacks on Dutch Soldiers in Afghanistan Were Revenge for "Fitna"
The NEFA Foundation has obtained a statement issued by the Taliban claiming that two attacks on Dutch soldiers in Afghanistan were "part" of a "chain of...revenge" for “Fitna", a controversial film produced by Dutch parliamentarian Geert Wilders. The Taliban
communiqué states, "One of the Dutch members of parliament offended the holy Quran with full insolence. Officials in that country or its citizens did not prevent him from doing so, and he released his movie... In turn, we vow to take revenge – Allah willing – from those Dutch soldiers, by the value of their skulls. They had come to our country as occupiers, and most of them are in Uruzgan province."

[3/27/08] Taliban Leader Warns of Spring Offensive
The NEFA Foundation has obtained a statement issued by Mulla Beradar, the second ranking official in the Taliban, in which he warns of a spring offensive. Beradar announces, "now the winter is coming to an end and spring is around the corner, the Emirate Islamic of Afghanistan have launched a new operation ‘Ibrat’ (Lesson) all over the country. The purpose of this new operation is to attack the enemy for where he never expected, thus forcing him to get out of Afghanist
an." He adds, "this new operation will include new tactics and some old..." and promises that they "will continue jihad unit the invaders completely withdrawal or are defeated..."

The NEFA Foundation has obtained and translated a March 17, 2008 communiqué issued by "the Al-Qaida Network in the Islamic Maghreb" (formerly known as the Salafist Group for Prayer and Combat, GSPC) granting Austria an extension to respond to their conditions for the release of two Austrian hostages. The statement declares, "
Following the expiration of the three-day period given to the state of Austria to resolve the issue of the two kidnapped tourists--and after we accepted the request of the negotiating delegation--we wish to inform the public that the mujahideen have decided to grant Austria an additional week-long extension, starting last night at midnight. This is the final chance offered by the mujahideen (to the Austrians) to keep a clean conscience in dealing with the two families of the kidnapped persons and the Austrian people."

The NEFA Foundation has obtained and translated a March 13, 2008 communiqué issued by "the Al-Qaida Network in the Islamic Maghreb" (formerly known as the Salafist Group for Prayer and Combat, GSPC) establishing terms for the release of two Austrian tourists in Tunisia. The
communiqué, which also includes pictures of the hostages inside and outside Tunisian terroritory, states, "We  are announcing in this declaration the terms of the mujahideen to the Austrian government for freeing the Austrian tourists ‘Wolfgang Ebner’ and ‘Andrea Kloiber.’  The mujahideen demand the release of some of our prisoners who were captured in Tunis and Algeria in return for freeing the two hostages."

The NEFA Foundation has obtained and translated a March 10, 2008 communiqué issued by "the Al-Qaida Network in the Islamic Maghreb" (formerly known as the Salafist Group for Prayer and Combat, GSPC) claiming credit for the alleged kidnapping of two Austrian tourists in Tunisia. According to the statement, "We direct a message to the Western tourists who flow in waves to the country of Tunisia, seeking to enjoy themselves while our brothers in Gaza are simultaneously being slaughtered by the Jews with help from the Western world... The hands of the mujahideen can reach you wherever you are in the country of Tunisia, so study this lesson carefully."

[2/13/08] Hezbollah Statement on the Death of Imad Mugniyeh 
The NEFA Foundation has obtained a communiqué issued by Hezbollah, in which the terror group responds to the assassination of Imad Mugniyeh. Hezbollah blamed "'Israeli' criminal hands" for Mugniyeh's killing and asserted, "we pledge to continue the martyr's path until achieving complete victory." The statement added that Mugniyeh "had been a target for the Zionists for more than 20 years."

 2/09/08] AQIM Responds to "Martyrdom" of Commander Abu al-Laith al-Liby 
The NEFA Foundation has obtained and translated a February 3, 2008 communiqué issued by "the Al-Qaida Network in the Islamic Maghreb" (formerly known as the Salafist Group for Prayer and Combat, GSPC) responding to the reported martyrdom of senior Al-Qaida military commander Abu al-Laith al-Liby during a U.S. air strike in northern Pakistan.  According to the statement, "Abu al-Laith left Libya, escaping with his religion and emigrating to Allah, and his star shone bright in the skies of Afghanistan. He truly became one of the lions of Islam and a hero—so much so that the mere mention of his name causes the Americans to tremble... Indeed, he was cut from the same cloth as Abu Musab al-Zarqawi, may Allah have mercy on him. Thus, it is not a surprise for us to learn that there was a great friendship and admiration between these two men—they loved each other for their shared missionary work in the cause of Allah, and their jihad in the cause of Allah... There is no doubt that the death of Abu al-Laith al-Liby has saddened the Muslim faithful and has inspired delight in the hearts of their enemies. But... do they not realize that his blood, or the blood of any of our martyrs, is merely added fuel for the convoy of Islam?"

[2/09/08] AQIM Claims Attack on the Israeli Embassy in Mauritania 
The NEFA Foundation has obtained and translated a February 2, 2008 communiqué issued by "the Al-Qaida Network in the Islamic Maghreb" (formerly known as the Salafist Group for Prayer and Combat, GSPC) claiming responsibility for an attack on the Israeli embassy in the Mauritanian capital of Nouakchott.  According to the statement, "The mujahideen took the embassy by surprise by firing their weapons and setting off explosives, and they managed—thanks to Allah—to cause an undetermined number of casualties among the Jews and their guards. The Mauritanian government has kept silent about that number, and has only acknowledged that three French nationals were wounded.  This attack has come at a time during which the wretched Jews are treating our brothers in Palestine unjustly, with an oppressive siege, tyranny, torture, murder, expulsion, and images that cause our hearts to break... By Allah, [we will trade] blood for blood and destruction for destruction."

[2/09/08] AQIM Claims "The Battle of the Martyr Abdelkader Abu al-Baraa" 
The NEFA Foundation has obtained and translated a January 29, 2008 communiqué issued by "the Al-Qaida Network in the Islamic Maghreb" (formerly known as the Salafist Group for Prayer and Combat, GSPC) claiming responsibility for a massive suicide truck bombing targeting the headquarters of the Algerian judicial police in the city of Al-Thaniya.  According to the statement, "the brave martyr Hamza Abu Abdelrahman from the town of Lakatah… embarked on his mission... at 6:30 in the morning, driving his truck—packed with no less than 650 kilograms of explosives... The claims of our enemies that the mujahideen are targeting innocent Muslims are fraudulent lies, for those who died today are all from the apostate police."

The NEFA Foundation has obtained and translated the latest communiqué issued by "the Al-Qaida Network in the Islamic Maghreb" (formerly known as the Salafist Group for Prayer and Combat, GSPC) claiming responsibility for yesterday's suicide bombing attack on a police station in An-Naciria, approximately 75 miles east of Algiers. According to the statement, "a lion from Al-Qaida's Network in the Islamic Maghreb (AQIM), the martyr Abdullah al-Chayani, set forth on his mission carrying no less than 500kg of explosives aiming to attack the apostate den working against the jihad...O' you, those who have abandoned our religion and your masters: you should expect the arrival of groups of those who long for martyrdom, and they will greet you with the scent of death."

[12/30/07] Taliban Dismisses Mansour Dadullah as Top Military Commander
The NEFA Foundation has obtained and translated a new communiqué from the Islamic Emirate of Afghanistan (the Taliban) announcing the sudden dismissal of Mansour Dadullah as their top military commander. According to the statement, "Mansour Dadullah has refused to obey our orders...and has carried out acts that are not compatible with the aims of the Islamic Emirate. Due to this, we have decided the following: to remove Mansour Dadullah from his post as military commander and immediately revoke his authority to perform all major tasks, and to remove him from any position of responsibility within the Islamic Emirate. Nor should anyone recognize him as a leader or official from the Islamic Emirate."     

[12/30/07] Statement from the AQIM on "Victories in Algeria and Mauritania"
The NEFA Foundation has obtained and translated the latest communiqué issued by the "Al-Qaida Network in the Islamic Maghreb" (formerly known as the Salafist Group for Prayer and Combat, GSPC) claiming responsibility for recent terrorist attacks in Algeria and neighboring Mauritania. According to the statement, "This operation has come at a time when the Israeli flag was seen raised in the beloved, but tarnished city of Nouakchott...at a time when the Mauritanian regime has consumed itself with supporting the crusaders, arresting young Muslim men, spreading hunger among its people -- and all while guarding its lords...and fighting against the jihad and the mujahideen...We inform the slaves of America and France to be prepared for more horrific events coming their way."

[12/30/07] Hamas and Islamic Jihad Claim Credit for Killing 2 Off-Duty Israeli Soldiers 
The NEFA Foundation has obtained a communiqué issued by Hamas' Ezzedeen Al-Qassam Brigades claiming credit, along with Islamic Jihad, for a December 28th attack that killed Sgt. David and Cpl. Akiham Amihai, both members of elite Israeli commando units. According to the statement, "This operation is our common message to the enemy that we are all being targeted, and therefore, we will hit the occupiers with one hand." 

[12/22/07] Statement from Taliban Leader Mullah Omar
The NEFA Foundation has obtained a communiqué from Taliban leader Mullah Omar in which he appeals to "Muslims to help their Mujahideen brothers" and "do Jihad" because it is "clear" that the "invaders will never withdraw their forces..." He also advises the Mujahideen that they must not allow the "enemy" to create "cleavage[s]" that divide them.

The NEFA Foundation has obtained a communiqué from the Taliban on the battle for Musa Kala, which asks "how many weeks will [the] invaders be able to" maintain control of the "Musa Kala district?"

[12/12/07] AQIM on "The Battle of the Martyr Sufyan Abu Haydara"
The NEFA Foundation has obtained and translated a communiqué issued by "the Al-Qaida Network in the Islamic Maghreb" (formerly known as the Salafist Group for Prayer and Combat, GSPC) claiming responsibility for yesterday's twin suicide car bombings in the capital of Algeria targeting local offices of the United Nations and the "headquarters of the constitutional council", responsible for overseeing the process of democratic elections.  Media sources have reported that the bombings killed at least 37 people and wounded scores more.   

[12/07/07] Q&A with a Hamas Spokesman
Hamas' English-language website has posted a transcript of a Q&A session with Abu Obaida, the spokesman for Hamas' military wing, the Ezzedeen Al-Qassam Brigades. When asked why Hamas "stay[s] silent" and doesn't "punish" infidel regimes that support the Palestinian Authority over Hamas, Abu Obaida comments, "We are not in a war against non-Muslims or against Muslims who support parties that act against the resistance. However, we make it clear that we will defend our resistance project with all our strength. We will not allow any party to interfere or hinder our resistance action...We take actions, covert and visible." And, queried about Hamas' response to criticisms by Al-Qaida number two Ayman Al-Zawahiri, he responds, "We do not tell Al-Dhawahry [Al-Zawahiri] what to do in Afghanistan since we are not aware of his situation...His judgments and opinions are his; but they are not correct. More importantly, we are not awaiting approval or blessing from anyone except Allah."  

[12/07/07] "Sisters' Role in Jihad"
Today, a female suicide bomber killed at least 16 people in an attack in Muqdadiya, Iraq. A historical document, posted by the Al-Qaida linked website Qoqaz.net, provides insight into one perspective on the role women should play in jihad. The document states, "It should be noted that physical fighting has been a role assigned primarily to men, both by the Prophet (peace be upon him) and those after him. However, when the need arose, our brave sisters never held back from fighting, and neither should they now!"
